Sutter County’s Public Works/Support Services Committee was scheduled to consider two resolutions of application on Sept. 10, aimed at forwarding the Lakeside at Sutter Pointe project to the Sutter Local Agency Formation Commission (LAFCO) for service-area approvals.
These resolutions propose the creation of two distinct County Service Areas (CSAs) within the Sutter Pointe Specific Plan area. According to the staff report, the county is seeking a new County Service Area-S Sutter Pointe Urban Services to fund and provide essential urban services. Concurrently, a separate County Service Area-H Sutter Pointe Fire Services is proposed to specifically cover fire protection needs.
Critically, the fire-services proposal outlined in the report also includes the detachment of identified property from an existing district, County Service Area D – Pleasant Grove Fire Protection District. Staff indicated that these service-area actions are necessary to fully implement both the Sutter Pointe Specific Plan, which was originally adopted in 2009, and the Lakeside project, for which the Board of Supervisors approved Tier 2 entitlements in 2020.
The packet detailing the proposals states that CSA-S would be equipped to support a range of urban services. These include law enforcement, park and road maintenance, storm-drain maintenance, transit, and sewer service. The urban-services plan also specifies that future funding for these operations would be derived from a Services community facilities district, supplemented by project-related county revenue and user fees.
For fire protection, CSA-H would be responsible for providing comprehensive fire protection and emergency medical response within its designated area. The financial section of the staff report indicates that the recommended actions would have no impact on the General Fund. This is because the work involved is covered by an advanced funding agreement with the project applicant. Furthermore, the report notes that LAFCO processing fees, which LAFCO currently estimates at an application fee deposit of $15,500, would be paid directly by the applicant.
Staff also highlighted that the proposed Lakeside service structure is directly linked to projected annual urban-services costs of $6.9 million once the project reaches its full buildout. This figure is based on the Urban Services Implementation Plan. Following the committee's review, the report specifies that the resolutions and their accompanying exhibits would be submitted to LAFCO for further processing. Subsequent actions by the Board of Supervisors are anticipated for the Services community facilities district, operating budgets, and related financing agreements.
