Yuba County supervisors approved a proposed Fiscal Year 2026-27 budget totaling $411,031,247 in operating funds during their meeting on Sept. 8. This decision, a central point for the county’s near-term spending plan, was paired with a staffing chart that leaves 10 vacancies unfunded and a strategic-plan addendum guiding recovery work following the Colgate Penstock incident, according to the county’s agenda package.
The board’s actions on the budget included sizable transfers into reserves and internal service funds. In connection with the county's financial priorities, the same agenda package listed a resolution tied to countywide and special district property tax rates for the 2026-27 fiscal year.
Beyond the budget, supervisors took action on several other significant financial and operational matters. The board backed emergency contracting for repairs related to the Colgate Penstock incident and adopted a recovery addendum to address its aftermath. Staff also authorized short-term cash flow for a pipe replacement project and directed staff to file the related California Environmental Quality Act (CEQA) notice as a responsible agency. In a related matter, staff is recommending that directors waive an automatic 2.5% increase for eight member units, citing that reduced deliveries from the Colgate Penstock incident could make groundwater pumping more expensive than the hike.
The Board of Supervisors agenda also included the ratification of 14 change orders on the Marysville library project, which will raise its projected cost above $4 million. Separately, the board approved revised employment amendments that add retroactive base-salary increases for Superintendent Jordan Reeves and three senior administrators. The board further ordered $41,031.90 recorded as an abatement lien after a cost-accounting hearing for the property located at 3735/3751 Arboga Road. County departments had previously outlined grant funding and budget priorities during a two-day Fiscal Year 2026-27 workshop held in Marysville.
Concurrent with the county’s fiscal decisions, the Marysville Joint Unified School District also had significant financial items on its Sept. 8 agenda. Trustees were set to consider a $395,200 Club Xcite speech-language therapy agreement. The district's agenda also included higher nonpublic school placement costs and parent mileage reimbursement Memoranda of Understanding (MOUs).
Additionally, the school district’s trustees were scheduled to consider the district’s 2026-27 Gann Limit, a Form CEA exemption following classroom compensation spending that came in at 54.14%, and $90,740 in Linda paving change orders that exceed the 10% threshold.
The approval of these various budget and project-related items underscores the ongoing financial management and operational adjustments across Yuba County and its associated districts.
