Yuba-Sutter Transit’s proposed NextGen Transit Facility is advancing to the Yuba County Development Review Committee for further review and approval. This move follows an August 19 Planning Commission session where the project’s environmental-review exemption was discussed. The facility, a new administrative, operations, and maintenance center, is planned for construction at 6035 Avondale Avenue.
The core purpose of the NextGen Transit Facility is to provide the necessary infrastructure to support Yuba-Sutter Transit’s transition to zero-emission transit vehicles. This includes establishing charging, fueling, and maintenance capabilities for the agency’s bus fleet as it moves towards a more environmentally sustainable operation. The county received conditional-use permit application CUP-25-0001 for this facility.
According to the Yuba County Planning Commission agenda for the August 19 session, the proposed site at 6035 Avondale Avenue is identified as falling within the Valley Neighborhood designation under the county’s 2030 General Plan. The property is also specifically zoned as Public Facilities, aligning with its intended use as a key operational center for a public transit agency.
Regarding the environmental considerations for the project, the county is applying a statutory exemption under the California Environmental Quality Act (CEQA). This specific exemption is outlined in Public Resources Code Section 21080.25(b)(7)(A). This particular section of the code applies to public transit agency facilities that are directly needed to refuel, power, or maintain zero-emission buses, trains, or ferries, supporting the development of cleaner transportation solutions.
During the August 19 Planning Commission session, Planner II Alex Becerra presented the project to the commission and explained the county’s intention to utilize this specific CEQA exemption. The minutes from that session also reflect that Gustavo Becerra of the Regional Housing Authority spoke in support of the environmental exemption. This initial review by the Planning Commission focused on the applicability of the exemption, paving the way for the project's subsequent steps in the development process.
Kevin Perkins, an assistant director with the county’s Community Development and Services Agency, confirmed that the proposed NextGen Transit Facility would now proceed to the Development Review Committee for its formal approval process. Mr. Perkins also highlighted an important aspect for the community: the public would be afforded another opportunity to provide comments on the environmental exemption during the upcoming Development Review Committee review. This indicates an ongoing public engagement process for the project.
It is noted in the August 19 Planning Commission minutes that a final approval or denial by the commission was not recorded during that session. Furthermore, the county records currently available do not specify a date for when the Development Review Committee will conduct its review of the facility.
